SUMMARY Primarily responsible for participating in the planning, tracking, analysis and reporting of the financial aspects of Programs and the projects that support the programs. Coordinates preparation of external customer quotes, acting as primary point-of-contact for contract administration and demand management. Applies project management and financial standards and processes in support of multiple projects and works closely with Project Management and Program managers to maintain scope,schedule and financial baselines, EACs, forecasts, trend analysis and customer reports. Provides data and reporting formats for all types and levels of program reviews. Assists with written and verbal reports to management regarding cost or budget variances. This position involves significant interaction with Program Managers, Projects Managers, Customers and Finance personnel. Duties may also include contract reporting, analysis and revision of project resource requirements, tracking annuals plans outside the fiscal schedule, processing costs transfers, reconciling cost discrepancies, supporting budget requests, tracking of purchasing issues or any other financial transactions. This position is a mentor to lower level PP&C Analysts. DUTIES AND RESPONSIBILITIES • Ensure consistent application of the PP&C and Financial processes and tools within programs • Perform complex tasks independently on large programs with one or more program managers across multiple sites • Preparation of quotes and administration of contracts in response to request for quotes from external customers • Work closely with External Customers, engineering, program management and finance in contract administration and demand management • Ensure the implementation and support of Baseline Change Management process and tools • Provide guidance, facilitation and training for the order management, financial management (IFMS, PeopleSoft, Microstrategy) and BCM systems • Support Program Managers, PIO and Finance in development and tracking of program execution and budget initiatives • Detailed analysis of financial and resource reports • Detailed monitoring and coordination of external customer contracts • Creation of additional analysis tools through Microstrategy or other applications as needed to resolve issues or track trends BASIC QUALIFICATIONS • US Citizenship (to obtain and maintain security clearance) • Bachelors degree in Business or Finance. In lieu of formal education, 5 years of related business/finance experience • Minimum of 3 years relevant experience in a related role (specifically financial and contract management focused) • Minimum of 3 years project management experience • Minimum of 5 years experience using Microsoft Excel (proficient use of pivot tables, formulas, graphing) ADDITIONAL QUALIFICATIONS • Excellent communication and presentation skills both oral and written • Solid understanding of Project Management methodology, financial management concepts and financial analysis • Ability to work with multiple teams of people and inspire those teams to work together to reach a common goal • PeopleSoft IFMS and/or Projects experience preferred • PeopleSoft ERP experience a plus • Proficiency in Microstrategy reporting application • Solid understanding of Baseline Change Management and Excellence in Project management processes • Green Belt certification • Experience managing customer contracts with government customers • PMI-Project Management Professional certification • Ability to travel up to 10%
